Light's Justice can be obtained by all players; either gained by completing the tutorial or gained by playing practice games as you earn more heroes. It can only be used in decks with the Paladin hero.

Strategy
Allowing your hero to do 1 damage numerous times can be used to destroy token, remove divine shields from the minions, or simply chip away at the enemy's life.
Lore
While this isn't as famous as 
Gorehowl or anything, it does have a fandom as a popular transmogrification weapon in WoW. Dropping off of Prince Malcheazar in Karazhan, a Burning Crusade 10man raid, this hammer was amazing for all healing players. Hearthstone has revived this hammer as a weak weapon perhaps to represent being used by healers.
