This is the frog a minion is turned into when it is a victim of Hex.

Hex will cause one of your opponent's minions to lose all of it's abilities, lose all of it's buffs and debuffs, and become a 0/1 Frog with Taunt. This effect is the best when used on very large minions such as Gruul, or minions with powerful abilities, like Gadgetzan Auctioneer. Worst case scenario is that the spell gets cast on a relatively small creature, such as Sen'jin Shieldmasta, who happens to be in your way.
The decks that utilize Hex the most are decks that need assistance in getting rid of troublesome minions. Hex is a Shaman card - a class which does not get access to many 'destroy' cards that other classes do. Including Hex in a deck which otherwise only has Lightning Storm and/or Lightning Bolt is a good idea, especially if you don't want the downside of Overload to affect you too badly.
Bugs
At the moment, using Hex on an opponent's minion will cause the game to remove that minion from play and summon an 0/1 Frog with Taunt. The difference being if the opponent has a card such as Knife Juggler, the frog will trigger the Knife Juggler.
